Tracing fee waivers from the clerk screen to the ledger
How sample testing of waived charges reveals whether application overrides still carry signed authority.
Fee waivers look small until they accumulate across a quarter. In many billing applications, a clerk can reduce or remove a charge with a reason code that never reaches the controller’s desk. When we examine application ledgers, waived amounts are among the first samples we pull.
Start with the override log for the period under review. Match each waiver above a materiality threshold to a signed authority sheet or an approved policy threshold. If the application stores only a free-text note, ask for the email or ticket that authorised the change. Gaps between the note and the evidence become exceptions—not because the waiver was wrong, but because the books cannot defend it later.
Thai finance teams often share waiver rights across a branch network. Document who holds the right in each location, then test whether leavers still appear in the access list. The financial question is simple: does the ledger still reflect prices the organisation intended to charge?
